Pat not only had plans for the civilians, but also for the army men and veterans. He solicited to the people of Illinois to come forward and support the families of soldiers and as a result founded an organization to aid Military Families in Illinois.
Pat introduced a linked deposit scheme during 1991-1995 to provide support to the families and businesses in Illinois before he sworn in as the Governor of Illinois. He was the State Treasurer during this period and the scheme introduced by him supported people to afford houses, expand their businesses and agriculture. An estimated two billion dollars were provided as loans to these families and businesses. He also launched an organization called as Citizens Utility Board to provide secure, trustworthy and inexpensive utility services for the citizens of Illinois.
